1 Park Overview
The Airport Economic Zone of Beijing Capital International Airport (hereinafter referred to as Airport Economic Zone of Capital Airport) is located in Shunyi of Beijing, adjacent to the BCIA. It is the birthplace and source of China's airport economy, is the carrying area and demonstration area of international and domestic airport industries, and is the pioneering place and vanguard to promote the development of capital's open economy. The airport economic zone of the capital airport integrates the areas under the jurisdiction of the core zone. It incorporates the critical functions of the BCIA and covers an area of 15.577 square kilometres. It provides overall and coordinated management and guarantee for comprehensive, bonded trade, free trade and other resources and functions of the aviation services around the BCIA. In April 2022, the management organization of the airport economic zone with the enormous scale, the most significant number of aviation service enterprises, the best level of openness and the highest degree of internationalization in China. Its position as a large-scale international aviation hub is stable, the whole aviation industry ecological chain is relatively complete, the foundation of the airport industrial system is solid, the city functions are gradually improved, the comprehensive competitiveness ranks first in the country, and it has a unique development advantage.
Development History
It has been 30 years since the airport economy of the Capital Airport was gradually constructed in 1992, and a new age of integrated and innovative development of port, industry and city has come: 1992.
1992: Shunyi took the lead in exploring and developing the airport economy in 1992. After 30 years, the Shunyi Airport economy has entered a new age of integrated port, industry and city development.Â
1994: Beijing Tianzhu Airport, Economic Development Zone, was approved for the establishment by the Beijing Municipal Government and was an essential part of the capital airport's economic high-end industrial functional zone.Â
2000: The State Council approved the establishment of the Beijing Tianzhu Export Processing Zone, the only export processing zone in Beijing.
2002: Beijing Airport Logistics Base was approved for establishment by Beijing Municipal Government and was the only aviation-highway international cargo hub logistics base in Beijing.Â
2004: Shunyi District has planned to build a "Big Clearance Base" of Beijing Capital International Airport for air cargo.Â
2006: The Airport Economic Zone has been officially established as one of the six high-end industrial functional zones in the capital by the 11th Five-Year Plan of Beijing.Â
2008: In July 2008, Beijing Tianzhu Free Trade Zone was approved by the State Council and became the first Free Trade Zone established in China based on the International Airport.Â
2014: In March 2014, Shunyi District established the Beijing Airport Economic Core Zone based on integrating the original Airport Economic Development Zone, Airport Logistics Base and Guomen Business District.Â
2019: In February 2019, the National Aiport Economic Demonstration Zone – Capital Airport's Economic Demonstration Zone was approved.Â
2020: In September 2020, 28.5 square kilometres of the Airport Economic Demonstration Zone of Capital Airport was included in the international business service area of the Beijing Pilot Free Trade Zone.Â
2022: In April 2022, the Airport Economic Zone of Beijing Capital International Airport was officially established, opening a new chapter in the airport economic development of our region.Â

BCIA has outstanding resource advantages
The BCIA concurrently has three terminal buildings and three runways. The passenger throughput has ranked second in the world and first in Asia for nine consecutive years since 2010. Operation of 105 airlines at home and abroad are centred here, with more than 700 regular flight routes, accounting for 18% of the country, connecting 131 aviation destinations in 65 international countries and regions and 160 domestic destinations. The number of transit passengers exceeds 10.1 million persons, the transit rate is 10%, and the number of international passengers is 23.29 million. It is an important gateway for the capital to open up and essential for Beijing to build an international communication centre.

The agglomeration effect of the airport industry is obvious
More than 400 aviation enterprises gathered in the Park, including CNAH, Capital Airport Holdings Limited, China National Aviation Fuel Group, China Aviation Supplies Group, and Airbus (China) headquarters, etc. and four major civil aviation centres settled in the Park, including the Centre of Aviation Safety Technology of CAAC, Meteorological Centre of CAAC, Flight Inspection Centre of CAAC, and the Terminal Control Center of CAAC North China Regional Administration. The number of directly affiliated enterprises in the aviation industry accounts for two-thirds of the total aviation industries in Beijing, covering all the links at the front, middle and end of the chain of aviation industries, such as aircraft R&D, avionics equipment, air transport, maintenance and testing, warehousing and logistics, trade and exhibition, forming an industrial system dominated by aviation services, supported by cross-border trades and business exhibitions, and supplemented by scientific and technological services and industrial finance. It is a key high-end industrial functional area with distinctive airport features.

It has unique advantages in port bonded linkage function
Through the seamless connection between the Tianzhu Free Trade Zone and the cargo apron of the capital airport, it has realised the spatial layout mode of a unified port area and integrated development of general trade and bonded trade, forming a functional layout of two-level allocation from first-class cargo station and second-class warehouses, and three parallel lines of general trade, international express and bonded trade. A bonded functional system with the characteristics of capital has been established. It has warehousing and logistics that can meet the needs of special products such as cultural works of art and cultural relics. It can carry out cultural intangible asset leasing, aviation material sharing, cross-border commodity (culture) exhibition, experience, trading, inspection, warehousing, logistics and other operations. It has built a complete industrial chain carrier for five types of designated imported goods with innovative integrated ports and bonded functions.

Leading the policy innovation and openness level in the whole industry chain
It has realised the landing of 10 national pioneering or first batch of breakthrough pilot policy tests for constructing "two zones". Relying on the bonded function, it has formed more than 30 policy function innovations focusing on aviation, medicine, culture and upgrading consumption, and realised the smoothness in the whole chain, whole link, and whole process of industrial development. The first policy on promoting the development of air cargo in Beijing was issued called "Several Measures for Promoting Development of Air Cargo Industry in Shunyi District", And the first Fifth Air Rights Application Route – "Osaka-Beijing Capital (V) – Osaka-Anchorage" Air route was officially open, which improved the competitiveness of the policy system and expanded the resource advantages of air rights route of the capital airport.

The airport city has complete supporting facilities
The second phase of net enclosure of the Tianzhu Free Trade Zone has been completed, and 2000 mu, of land resources have been newly expanded. The "cage clearing for new birds" process has been accelerated in the airport area, providing a broad space for implementing large projects. The ecological green corridors wind in the area, with Wenyu River, Roman Lake, Longdao River and other water systems crisscrossing, and the forest coverage rate exceeds 30%. Transportation is convenient, and a three-dimensional transportation system supported by aviation, expressway, high-speed railway, urban rail transit and urban Expressway has been formed, covering major cities in Beijing, Tianjin, and Hebei. About 8,000 permanent expatriates are in the area, accounting for one-tenth in Beijing. There are 11 top international schools and international educational institutions, such as New Talent School. The foreign service has been continuously optimised to provide various services for expatriates, and a good gathering atmosphere for high-end talents at home and abroad is gradually formed. Shine Hills, Pinnacle Plaza, Oulu shopping centre and other business districts are concentrated, business and leisure facilities such as airport Crowne Plaza, Hilton Hotel and Wenyu River Golf Club are gathered, Luohong Photography Art Museum, Fornia Theater and other cultural venues stationed in, and high-levels medical institutions such as the Third Hospital of Beijing Medical University, Friendship Hospital and United Family are settled, laying the foundation for the construction of an international airport city suitable for living and business and integration of "port-industry-city".
2 Spatial Planning
The airport economic zone of the capital airport is adjacent to the BCIA, with a direct jurisdiction of 15.577 square kilometres. According to the development status and long-term planning of the airport economic zone of the capital airport and surrounding radiation areas, and the development idea of three-level circles: space direct management area, function expansion area and policy coverage area, the airport economic zone will be gradually built to lead the country.

Space Direct Management Area
The overall planning area is 15.577 square kilometres, including 5.457 square kilometres of planning the scope of the Tianzhu Free Trade Zone and 10.12 square kilometres of planning the scope of the original airport economic core area. The management committee is responsible for the planning and construction, policy innovation, industrial promotion, investment attraction, enterprise service, urban operation service and guarantee and other functions of the park.

Function Expansion Area
Relying on the Shunyi group of international business service areas in China (Beijing) pilot Free Trade Zone, the overall planning area is about 28.5 square kilometres. The management committee is the regional management organization of the Shunyi Group in the free trade zone. It is responsible for the pilot free trade zone's construction, management, service, and other specific matters.

Policy Coverage Area
Relying on the overall planning area of the airport economic demonstration zone of Beijing Capital Airport, the management scope extends to the north line and the Sixth Ring Road of the airport in the north, to the Jinping Expressway in the south, to the Sixth Ring Road in the east, and the Gaobai Road and Yuyang Road in the west, with a planning area of about 115.7 square kilometres. The management committee conducts statistical coordination, assessment and evaluation of relevant towns and streets regarding industrial planning and investment attraction.

3 Foundation of Airport Industry
The airport economic zone of the capital airport has gradually formed an industrial system dominated by aviation services, supported by cross-border trades and business exhibitions, and supplemented by scientific and technological services and industrial finance. It is a key high-end industrial functional zone with distinctive airport characteristics.

Aviation Services
These are mainly concentrated in the airport's interior and the 3 km area on the West side, mainly central enterprises and state-owned enterprises such as CNAH and Capital Airport Holdings Limited. The industrial chain mainly concentrates on the middle and end links, such as airport transportation and aviation support.

Port Trade
They are mainly distributed on the north border of the airport up to the north Sixth Ring area. Modern logistics dominates the industrial structure. The representative enterprises include FedEx (Federal Express), SF Express and DHL logistics.

Business exhibition
They are mainly concentrated in the capital airport and surrounding areas of the new International Exhibition, including business services, consumer commerce, exhibition industry and hotel industry. The representative enterprises include the Sunrise Duty-Free and Guoce International Conference and Exhibition Center.Â

Technology services
The specific business types are mainly R&D services, science and technology promotion and technology transfer services, and entrepreneurship incubation services. A group of scientific research enterprises and multinational R&D institutions in the central enterprise and state-owned enterprise systems, such as the Chinese Academy of Sciences and Zhongguancun, are gathered. The representative enterprises include Geovis Technology Co., Ltd and P&G R&D Centre, which is mainly distributed on the east and West sides of the airport, focusing on technology R&D promotion, technology transfer, inspection, and testing.

Emerging Finance
They are mainly concentrated in the surrounding area of the capital airport, focusing on funds, investment, and financial leasing. They have developed rapidly in recent years and have an apparent driving effect on the economic development of the airport core area.
4 Characteristic Function System
The port operation area of the airport economic zone of the capital airport is seamlessly connected with the cargo apron of the capital airport. It undertakes the customs clearance function of the capital airport cargo port and has a perfect port function system. The bonded functional area connects the port operation area through the zone-port linkage channel. It cooperates with the development of surrounding areas to create a bonded function system with the characteristics of the capital.

Improve the Port Function System
First, it is an aviation general cargo port, with two first-level cargo stations: Air China Cargo and BGS, and two second-level cargo stations: import allocation and export assembly. It has modern aviation ground processing facilities and can undertake ground logistics and warehousing services such as collection, assembly, allocation, transit and cold chain of air cargo.
Second, it is an international express port. The DHL, FedEx, OCS and other international express companies settled in the International Express Center and carried out express allocation business.
Third, it is a whole vehicle import and vehicle parallel import port. It established the first airport-type whole-vehicle import port in China. The imported vehicles include Rolls Royce, Bentley, Lamborghini, Aston Martin, Tesla, Mercedes-Benz, BMW, and other brands. By the first half of 2022, 2838 whole vehicles had been imported, with an average value of more than 1.04 million yuan for each set of cars. In July 2022, the Ministry of Commerce agreed to carry out the vehicle parallel import pilot works in China (Beijing) pilot Free Trade Zone, and the Beijing Capital International Airport port has the vehicle parallel import port function.
Fourth, it is a five-type designated import commodity port. It uses advanced customs clearance and inspection platform and ground service facilities to meet the storage needs of constant temperature, humidity, and cold storage, and carry out the storage, temporary breeding, processing, and allocation of imported meat, fresh and living aquatic products, flowers, fruits, plant seedlings and other upgraded consumer goods.
Fifth, it is a cross-border e-commerce direct mail port. Relying on the function of cross-border e-commerce direct mail port, 2021, the cross-border e-commerce business accumulated a total import value of 3.66 billion yuan, with a year-on-year decrease of 2.1%. The accumulated export value was about 8.97 million US dollars, with a year-on-year increase of 269%.

Characteristic Bonded Function System
First, it is the national foreign cultural trade base. In 2012, it was awarded by the former Ministry of Culture, with a planned land of 235 mu and a total construction area of 477,000 square meters. The base consists of Phase I international cultural trade enterprise gathering centre, Phase II international cultural product Exhibition and Storage logistics centre and Phase III international cultural commodity trading service centre. By gathering international and domestic key enterprises in high-end cultural equipment trade, digital culture and copyright trade, R&D and design, production and processing, exhibition and display, communication and exchange, warehousing and logistics, finance and insurance and other services in the whole industry chain are provided.
Second, it is the national cultural export base. The base covers an area of 5.457 square kilometres. It is one of the first batches of 13 export bases approved by the Ministry of Commerce, the propaganda department of the CPC central committee, the Ministry of Culture and Tourism and the state administration of Radio, film, and television. Mixed great efforts promote the innovation of basic policy functions and create new channels and models for international cultural and artistic works. It can carry out cultural and art trading, cultural relics restoration, international film and television production, cultural and creative design, cultural exchange and appreciation, intellectual property trade and other businesses.
Third, it is the Beijing financial leasing cluster area. It realised the first bond that aircraft leasing business in China and the first cultural intangible asset leasing business in China. The first Airbus A350 passenger plane in the Chinese Mainland was delivered to Tianzhu Free Trade Zone, and the first aviation material-sharing platform in China was established there. The businesses in the cluster area mainly involve financial leasing, funds, factoring, insurance services, financial services and etc.
Fourth, it is the Beijing cross-border e-commerce industrial park. Two direct-purchase supervision stations, one bonded stock-preparation supervision station, four bonded stock-preparation warehouses, and six X-ray machine inspection lines were established, with a total inspection area of 15,000 square meters and a storage area of 9,200 square meters. The cross-border e-commerce experience centre with a building area of 19,000 square meters was launched and operated, and ten national characteristic commodity halls were set up to Create a complete industrial chain for display, experience, trading, inspection, warehousing, and logistics of cross-border goods (culture) in the comprehensive bonded area.
Fifth, it is the national foreign trade transformation and upgrading base. With medical health as the base feature, it gathers international and domestic well-known enterprises such as Sinopharm, China Resources, Shanghai Pharmaceutical and Merck Serono. Importing drugs and equipment accounts for 1/5 of the country, and vaccine accounts for more than 95%. It has built several professional characteristic platforms such as the China international inspection and testing technology innovations centre platform, the medical achievement transformation platform, the medical special inspection laboratory project of Capital Medical University, and the investment and innovation medicine R&D and service platform for Fahrenheit Pharmaceutical and Biological Holdings Co., Ltd.
Sixth, it is the Beijing international science and technology trade base. It supports the R&D, inspection and testing enterprises to innovate their business forms and promote the development of testing technology R&D, testing service expansion, testing system training and other industries.
Seventh is the full industrial chain platform for five-type designated imported commodities. It has built a full industrial chain carrier for five-type of designated import commodities with innovative integration of port functions and bonded functions. The total plan area of the inspection platform is 13,375 square meters, the bonded trade inspection platform is 2275 square meters, and the cold chain storage and allocation warehouse is 4350 square meters. It integrates warehousing and logistics functions, display and trading, bonded processing, and commercial points.
5 Land Space Resources
Within the jurisdiction of the airport economic zone of the capital airport, there are about 16,600 mu of usable land, including 12,500 mu of land that has been transferred and about 4000 mu of land that has not been transferred. Among the land transferred, the area completed construction is 8.159 million square meters, the area under construction is 1.127 million square meters, and the area that has not been constructed is 2.4 million square meters.

Land Resources
The newly arranged construction land within the planning scope is 2,143.6 mu. There are six plots with the market entry conditions, totalling 393.1 mu, which are mainly concentrated in the second bonded functional zone, including three storage lands (122.6 mu) and one multifunctional land (38.4 mu); In addition, 1,750.5 mu of land are within the scope of phase II net enclosure, and strives to meet the land supply conditions by the end of 2022.
The remaining construction land within the planning scope is 1,888.5 mu, including three plots with market entry conditions, totalling 185.4 mu, including one multifunctional land, one scientific research land and one industrial land.

The area can provide about 1,391,400 square meters of building space for enterprises.

Warehouse Resources
The remaining storage resources in the area are mainly concentrated in Tianzhu Free Trade Zone, with a total area of 71,100 square meters, including 42,400 square meters of bonded warehouse and 28,700 square meters of general warehouse.

There are 723.3 mu of idle land and plants to be transformed and upgraded in the area.
6 Policy Measures System
In order to strengthen the development environment of enterprises in the airport economic zone of the capital airport, deepen the "3+7+N" industrial development pattern, actively attract enterprises with good economic benefits and comprehensive solid strength to enter the zone for development, and expand and open up the construction of comprehensive pilot demonstration area in combination with China (Beijing) pilot Free Trade Zone and Beijing service business, considering the actual industrial support policies in Shunyi district, the list of industrial Promotion Policies for Airport Economic Zone of Beijing Capital International Airport is sorted out and summarised.

Promote the Development and Growth of the Aviation Service Industry
Article 1 Encourage the operation and development of new base air cargo companies in the Shunyi district and provide support according to the number of aircraft put into operation. A one-time support of 1 million yuan will be given to the new bet base air cargo companies in China district who put into operation three (including three) full cargo planes. If the number of full cargo aircraft put into operation exceeds three sets, the first three sets will be given one-time support of 1 million yuan in total. From the fourth set, a one-time incentive will be given at the standard of four 400,000 yuan per aircraft.
Article 2 Air cargo companies already operating in the base are encouraged to operate more full cargo aircraft. Based on the fleet size of the previous year, full cargo aircraft newly put into operation in the capital airport in the current year will be given a one-time reward of 100,000 yuan per aircraft.
Article 3 The international (including regional) inbound and outbound cargo volume collected, imported and exported by air transport enterprises through the capital airport shall be rewarded according to the year-on-year increment of the total inbound and outbound cargo volume achieved in that year. The reward standard is: RMB 0.5 per kilogram will be awarded for the part that achieves the year-on-year increment of the total volume of inbound and outbound cargo less than 10,000 kilograms (including) in the form of full cargo aircraft or "passenger to cargo"; for the part with a year on year increment of more than 10,000kg to less than 20,000kg (included), 0.8 yuan will be awarded per kg; For the part with a year-on-year increment of more than 20,000kg, 1 yuan will be awarded per kg. For the part with the year-on-year increment of the total volume of inbound and outbound cargo less than 10,000kg (included) in the form of passenger aircraft belly compartment, 0.3 yuan will be awarded per kg; For the part with a year-on-year increment of more than 10,000kg less than 20,000kg (included), 0.5 yuan will be awarded per kg; For the part with a year-on-year increment of more than 20,000kg, 0.8 yuan will be awarded per kg.
Article 4 On the premise that the international air cargo volume of Shunyi District and the international air cargo volume of air transport enterprises achieve positive growth in the same year, the air transport enterprise that achieved the first economic contribution into the new District in that year will be rewarded with 5 million yuan. The Shunyi District Taxation Bureau statistics for Shunyi regional economic contribution ranking shall prevail.

Enhance the Business Vitality of Logistics Trade Enterprises
Article 5 Loan interest discount. Interest discount support will be given to the bank loans obtained by enterprises for cross-border e-commerce-related businesses. Among them, the discounted interest rate of RMB loans shall be calculated as per the market quotation rate of the latest one-year RMB loans published by the People's Bank of China before the deadline for capital declaration, and the discount interest rate of foreign currency loans shall be calculated as per the rate of no more than 3%. The above discount interest rate shall not exceed the actual loan interest rate of the project.
Article 6 Fund subsidies. For investment projects such as cross-border e-commerce platforms, industrial parks, experience stores, warehousing and logistics, and customs clearance service facilities construction, support will be given according to the costs related to the research and development of information systems, purchase of software and hardware for the investment amount of the declared project shall not be less than 70% of the total planned investment amount and can be organised and implemented according to the announced plan.
Article 7 Substitute subsidies with rewards. Encourage cross-border e-commerce platforms to expand sales or service scale, industrial parks to expand investment attraction, enterprises to carry out cross-border e-commerce customs declaration in Beijing, and promote online and offline integrated consumption and other businesses by introducing, cultivating and constructing operation experience stores.
Under the above three support methods, the maximum support fund for the single project shall be at most 5,000,000 yuan.

Encourage Innovation and Development of Science and Technology Service Enterprises
Article 8 Supports the construction of recognised entrepreneurship and innovation platforms and entrepreneurship and innovation bases and gives a certain proportion of capital subsidies to the completed construction projects. Among them, the number of subsidies for sites and infrastructures shall not exceed 10% of the total investment of the project; the subsidy for service equipment and information transformation shall not exceed 30% of the total investment of the project; the maximum support amount for a single project shall not exceed 2 million yuan.
Article 9 States that the service performances of the recognised entrepreneurship and innovation platforms, entrepreneurship and innovation bases in professional service institutions shall be assessed annually, and the best shall be rewarded according to the service enterprises' number, quality and performance. The maximum annual reward of a single service carrier shall be at most 2 million yuan.
Article 10 A one-time reward of 1 million yuan will be given to the enterprises that have won the "Beijing Small and Micro Enterprise Entrepreneurship and Innovation Demonstration Base" and the "Beijing Small and Medium Enterprise Public Service Demonstration Platform" for the first time. A one-time reward of 2 million yuan will be given to the enterprises that have won the "National Public Service Demonstration Platform for Small and Medium Enterprises" and "National Small and Micro Enterprise Entrepreneurship and Innovation Demonstration Base" recognised by the Ministry of Industry and Information Technology for the first time.
Article 11 Supports the declaration of intelligent manufacturing benchmark enterprises. Support enterprises to declare Beijing Municipal intelligent manufacturing benchmark enterprise, national intelligent manufacturing benchmark enterprise, and World Economic Forum "beacon factory". For the approved Beijing-level intelligent manufacturing benchmark enterprise, the maximum one-time support is 2 million yuan; For the approved national intelligence manufacturing benchmark enterprise, the maximum one-time support is 5 million yuan, and the rise in rank will have the difference made up; For those awarded as "beacon factory" of the World Economic Forum, the maximum one-time support is 10 million yuan, and the rise in rank will have the difference made up.
Article 12 Supports the intelligent transformation and upgrading of the enterprise. Support key enterprises to use intelligent manufacturing equipment and software in key process links and carry out technological transformation projects such as intelligent manufacturing units, intelligent production lines, and digital workshops/ intelligent factories.
Financial support shall be provided for the above projects at a rate not exceeding 20% of the equipment and software input (or the amount of the financial lease contract). Among them, the fund support for intelligent manufacturing equipment and software use projects is up to 2 million yuan, the support for intelligent manufacturing units and intelligent production line projects is up to 3 million yuan, and the project construction period is not more than two years. The fund support for the digital workshop/ intelligent factory project is up to 10 million yuan, and the project's construction period is three years at maximum.
Suppose the above projects belong to new energy intelligent vehicles, third-generation semiconductors, aerospace and at high-end industries. In that case, they will be supported at a rate of less than 30% of the equipment and software input.
Article 13 Supports the introduction and landing of major projects. Support domestic and foreign enterprises to build internationally advanced intelligent manufacturing benchmark factories, intelligent manufacturing equipment production bases major industrialisation projects in our District. The support method shall be implemented according to the relevant policies of Shunyi District for high-tech and sophisticated industries. The enterprise may apply for additional fund support considering the progressiveness, investment amount and expected benefits of the project, and the maximum amount of support shall not exceed 10% of the approved reward.
Article 14 Supports the construction of industrial innovation centres. Enterprises, scientific research institutes and relevant units shall be supported to build manufacturing innovation centres and industrial innovation centres industry at a rate not exceeding 50% of the project's total investment. Among them, the support fund for the approved national manufacturing innovation centre or internationally renowned Innovation Center is up to 20 million yuan, and the support fund for the approved Beijing industrial innovation centre is up to 10 million yuan. The project construction period is three years at maximum. For domestic and foreign competitive enterprises, scientific research institutes and related units that set up intelligent manufacturing R&D institutions or joint laboratories in our District, the support method shall be implemented according to the relevant policies of Shunyi District for high-tech and sophisticated industries.

Promote Industrial Financial Agglomeration
Article 15 Financing (financial) leasing and commercial factoring institutions registering and paying tax in the District shall be subsidised at the rate of 100% of the two-level (city industry) economic contribution (realised in that year) for the first two years, 80% of the two-level (City and District) economic contribution (realised in that year) for the third to fourth years, and 50% of the two-level (City and District) economic contribution (realised that year) for the 5th year.
Article 16 Financial (financial) leasing and commercial factoring institutions stationed in the District are encouraged to provide financial support for the enterprises in the District. They will be rewarded at the rate of 1% of the total amount of financing provided to the enterprises in the District in the current year. The maximum amount of reward for a single financial (financial) leasing and commercial factoring institution each year shall be at most 5 million yuan. The duration of a single business contract shall be more than half a year.
Article 17 Those who assist in the introduction of the project that conforms to the positioning of high-tech and sophisticated industries in Shunyi District shall be given a one-time reward at the rate of 10% of the regional economic contribution achieved in the first year from the date of formal operation of the introduced project. The amount of reward for the introduction of a single project shall be at most 5 million yuan. If the number of the above-mentioned projects introduced in the current year reaches more than 5 (included), a further reward of 500,000 yuan will be given.
Article 18 Financing (financial) leasing and commercial factoring institutions registering and paying tax in the District may enjoy office support.
(1) If the regional economic contribution is realised for more than 2 million yuan (included) in the year of settlement, and the housing is rented as an office in the District in the year of settlement, the rent subsidy shall be given at the maximum of 500 square meters and 5 yuan/ day per square meter in the first year. If the actual leasing cost is lower than the subsidy standard, the subsidy shall be given based on the actual cost.Â
(2) If the regional economic contribution is realised for more than 2 million yuan (included) in the year of settlement and the housing is purchased as an office in the District in the year of settlement, the subsidy shall be given at twice the amount of standard subsidy for the above rent office housing. If the actual cost is lower than the subsidy standard, the subsidy shall be given based on the actual cost.Â
(3) The actual use of the rent or purchased office housing shall be limited to the office use of the institution itself, and the rent or purchase relationship shall be in compliance with the law. Otherwise, no subsidy will be given.
The policies in paragraphs (I) and (II) shall not be enjoyed at the same time.
Article 19 For the legal person financial institutions established with the approval of the People's Bank of China, China Banking and Insurance Regulatory Commission, China Securities Regulatory Commission and other financial regulatory authorities, according to the scale of paid-in capital shown in the capital verification report, the subsidy is 5 million yuan for those having paid-in capital from 100 million yuan (included) to 500 million, 10 million yuan for those having paid-in capital from 500 million yuan (included) to 1 billion yuan, 20 million yuan for those having paid-in capital from 1 billion yuan (included) to 3 billion yuan, and 50 million yuan for those having paid-in capital above 3 billion yuan (included).
Article 20 For financial leasing companies, commercial factoring companies, small loan companies and trading centres approved and established by Beijing Local Financial Supervision and Administration Bureau, according to the scale of paid-in capital shown in the capital verification report, the maximum subsidy is 2.5 million yuan for those being paid in capital from 100 million yuan (included) to 500 million yuan, 5 million yuan for those having paid-in capital from 500 million yuan (included) to 1 billion yuan, and 10 million yuan for those having paid-in capital from 1 billion yuan (included) to 3 billion yuan, and 25 million yuan for those having paid-in capital above 3 billion yuan (included). Suppose the above-mentioned financial institutions increase their capital and increase their paid-in capital by more than 1 billion yuan (included). In that case, they will be given a one-time subsidy of 2 million yuan.
Article 21 The functional headquarters financial institution with settlement function shall be given a one-time startup fee subsidy according to the paid-in capital scale of its headquarters enterprise as shown in the capital verification report. The maximum subsidy for the paid-in capital scale of 100 million yuan (included) to 500 million yuan is 2.5 million yuan, the maximum subsidy for the paid-in capital scale of 500 million (included) to 1 billion yuan is 5 million yuan, the maximum subsidy for the paid-in capital scale of 1 billion yuan (included) to 3 billion yuan is 10 million yuan, and the maximum subsidy for the paid-in capital scale of more than 3 billion (included) is 25 million yuan.
Article 22 Financial institutions registering and paying tax in this District shall be supported at the rate of 5% of their regional economic contribution in the current year if their regional economic contribution in the current year is between 3 million yuan and 5 million yuan (included); If the regional economic contribution in the current year is between 5 million yuan and 10 million yuan (included), 50% of the regional economic contribution in the current year shall be rewarded; If the regional economic contribution reaches more than 10 million yuan in the current year, 35% of the regional economic contribution in the current year shall be rewarded; The rate of support enjoyed by financial institution headquarters shall be increased by 5% and the support period is three years.

 Actively Cultivate Characteristic Industries
Article 23 The first trial production of innovative pharmaceutical varieties shall be rewarded. Since October 1, 2021, the Class 1 and 2 drugs that have entered phase II clinical trials or later stages and artificial intelligence/ approved medical devices in emergency entering the innovative medical device special/ priority review procedures of the state and city are being approved for registration have been determined to be industrialised in the city shall be rewarded. Article 24 If the platform enterprises of the contract manufacturing organisation (CMO) and contract development and manufacturing organisation (CDMO) provide production services for drugs and medical devices, and the accumulated performance amount (excluding tax) of the first transaction contract of January 1, 2021, is not less than 20 million yuan, the reward shall be given according to a certain rate of the community performance amount.
Article 25 For the enterprises in the city that introduce foreign varieties under research or listed to be produced in Beijing and have been sold, and the accumulated sales (excluding tax) after January 1, 2021, is not less than 20 million yuan, the reward shall be given at the rate of 5% of the contract amount, and the reward amount of a single variety shall not exceed 3 million yuan.
The annual reward amount for a single enterprise shall be at most 10 million yuan.
Article 26 Facilitate cultural works of art to pass in and out of the border. Relying on the advantages of the bonded function of the Tianzhu Free Trade Zone, Beijing Customs supports enterprises to carry out the business of "storage in the zone and exhibition and auction outside the zone". It introduces "bank customs insurance", "bank customs financing", and "customs performance guarantee insurance". The Municipal Bureau of Cultural Relics and Municipal Appraisal Institute of Cultural Relics passing in and out cultural relics passing in and out the border are stationed in the comprehensive bonded zone to carry out the review work for cultural relics passing in and out of the border and help enterprises reduce the guarantee burden and transportation risk for appraised cultural relics exiting from the zone.

Foreign investors can set up wholly- own performance brokerage agencies in the national foreign cultural and trade base. Foreign investors are allowed to set up operating units of performance venues and entertainment venues in Tianzhu free trade zone (outside the network) without restrictions on the proportion of equity. Support the foreign investors to set up game and recreation equipment enterprises in the national foreign cultural trade base. Take measures to facilitate investment and trade and optimise application and approval procedures for the import and export business activities of cultural and artistic works. Relying on the film and television publishing creation fund, the municipal Bureau of the press, publication, radio, film and television provides project support for the enterprises that have a beneficial business and have created and produced excellent press, publication, radio, film and television works with unified ideological content, artistic quality and viewing quality. The municipal office of cultural and creative resources supply the policy of "investment and loan award" for cultural and creative industries to provide relevant support such as leasing subsidies and interest discounts to cultural and creative entity enterprises, cultural and creative professional service enterprises and cultural and creative platform enterprises registered in Tianzhu Free Trade Zone and met the policy conditions.
Article 29 Strengthen the territorial support services. Article 33 Support the lending and development of high-level talents. For the recognised high-level talents or teams who carried out innovation and entrepreneurship activities in the Shunyi district and made outstanding contributions, project support of up to 10 million yuan will be given. Support the high-level talents without sending performance contributions to apply for municipal rewards.
Article 34 Supports the introduction of overseas talents. Support all kinds of innovation entities in the zone to apply for a project introducing foreign technologies and talents. For those who are successfully selected as regular and key talent introduction projects, support will be given at a rate of 1:1 according to the municipal level funding amount.
Article 35 Support enterprises to introduce talents. Each time a recognised high-level talent is introduced, the enterprise will be given a subsidy of up to 2 million yuan for talent introduction. Enterprises that flexibly introduce high-level talent will be given a one-time subsidy of up to 500,000 yuan for talent introduction.
Article 36 Supports the integrated introduction of "talent + team + project". For the high-level talents or teams which master the world's leading technologies and have major scientific and technological achievements and scientific research resources and locate the enterprise in Shunyi to build a national key laboratory, national enterprise technology centre, and implement high-end industrialisation project, up to 100 million yuan of financial support or 1 billion yuan of equity investment support will be provided.
Article 37 Supports scientific research and innovation of high-level talents. High-level talents settled in Shunyi District; will be given a project subsidy of up to 10 million yuan for undertaking major international and National Science and technology projects; For those who undertake major municipal-level scientific and technological projects, they will be given a project subsidy of up to 5 million yuan. In addition, they can directly apply for professional senior titles in engineering technology series or scientific research series without being restricted by academic qualifications, title levels and other conditions.
Article 38 Settlement service guarantee: Widen the autonomy of enterprises in introducing talents and actively assist those high-level talents from other cities who are in short supply and in urgent need of industrial development in Shunyi District to apply for residence registration in Beijing and Beijing work and residence permit if they meet the introduction conditions; For enterprises that conform to the development direction of Shunyi District and make outstanding contributions, the introduction of graduate household registration shall be done according to the policy requirements of Beijing city; Enterprises that meet the requirements of Beijing's high- tech and sophisticated industries can apply for introduction of registered permanent residence for the introduced outstanding doctoral graduates.
Article 39 Housing service guarantee: High-level talents who choose to purchase new commercial housing in Shunyi District shall be given subsidies for housing purchase according to their levels and contributions; High-level talents who choose the market-oriented rent allocation shall be given rent relief of up to 150 square meters; High-level talents who choose rent subsidies shall be given rent subsidy of up to 25,000 yuan/ month.
Article 40 Children's education service guarantee: Establish a coordination mechanism for children of high-level talents to enter school (nursery school), and arrange the children of qualified talents to enter the compulsory education school according to the no examination and proximity principle. Children of foreign talents who apply to study in an International school in Shunyi District can communicate and coordinate for admission according to their enrollment intention and student sources of the international school.

Article 46 When an industrial project enters the zone to purchase a factory building (excluding residents and other supporting facilities) with legal procedures and clear property rights, it shall be subsidised for 2000 yuan/ per square meter of the building as a purchase fee; If the industrial project is a manufacturing project, 30% of the project production line cost and R&D equipment investment shall be subsidised.
Article 47 After the industrial project settles in our District and completes the transfer of the property rights of the purchase factory buildings or the installation of the production line equipment, 40% of the total purchase subsidy shall be given; After the standard conditions required by the method are met within three years from the project is put into operation, 60% of the total purchase subsidy which shall be given.
Article 48 When an industrial project enters the zone to rent a factory building (excluding residents and other supporting facilities) with legal procedures and clear property rights, it shall be subsidised for 50% of the actual rental of the project in the current year; If the industrial project is a manufacturing project, 30% of the project production line cost and R&D equipment investment shall be subsidised.
Article 49 After signing the rent contract and paying all the rental or after installation of the production line equipment, 40% of the total project subsidies shall be given. After the standard conditions required by the method are met within three years, the remaining 60% of the total project subsidy shall be given.Â

Phase II and III project of the new international exhibition is located in the 23rd block of Shunyi New City in Beijing. The phase III project of the new international exhibition mainly focuses on supporting service functions, planning and constructing service forms such as feature commerce, business office buildings, hotel clusters, apartments, and residences so as to meet the diversified needs of various groups in the aspects of exhibition, business, leisure end consumption. It has four unique advantages: First, it has multiple policy advantages. It is located within the radiation range of the Beijing service industry expansion and opening-up demonstration zone, China (Beijing) pilot free trade zone and Tianzhu Free Trade Zone. And has priority and policy innovation in the consumption field. Second, it enjoys the economic dividend brought by the 400,000 square meters of Phase I and II exhibition facilities of the new International Exhibition. Third, it has a complex and abundant potential consumer flow. Fourth, it has highly convenient international and domestic transportation accessibility. Based on the existing transportation systems such as Line M15 and Jingmi Road, the airport rapid-transit line, R4 subway express line and Jingmi expressway are added.Â

China Cargo Air Cargo Station Business Department Beijing Cargo Station
Beijing cargo station is located in northeast of the T3 terminal building of the capital airport. It has functional areas such as an inbound warehouse area, an outbound warehouse area, a transit cargo storage area, a container storage area, an inbound cargo and outbound cargo Hanover area, and an outbound cargo waiting area. The international cargo warehouse covers a total area of nearly 50,000 square meters. It has an annual cargo operation capacity of about 600,000 tons, processing a variety of storage facilities such as a general warehouse, freezing warehouse, cold storage warehouse, constant temperature warehouse, cold storage warehouse and freezing warehouse for dangerous goods. Beijing cargo station plans to use about 133,000 square meters of land on the north side of the T3 international cargo warehouse to plan and build a new warehouse area focusing on the export assembly business and the development of a secondary warehouse for import allocation.

Beijing Tianzhu Free Trade Zone Cross-border E-commerce Experience Center
The cross-border e-commerce experience centre is located on the south side of the main entrance of the Tianzhu Free Trade Zone. It is a comprehensive commercial building integrating public service support, imported goods exhibition and enterprise business operation in the comprehensive bonded zone. It focuses on building a business cluster integrating cross-border goods exhibition, business negotiation and offline sales. The centre covers an area of 12.23 mu, with a total construction area of about 20,000 square meters. The total investment of the project is 160 million yuan. It was put into use in 2016. At present, more than ten e-commerce enterprises have settled here, operating nearly 10,000 kinds of cross-border goods with characteristics of many countries (Italy, Switzerland, Argentina, Chile, Japan, etc.). The offline self-pickup mode operation of cross-border e-commerce can be carried out. After placing an online order, consumers can pick it up by itself offline by only verifying the identity information in the store and completing the payment and customs clearance within three minutes, which significantly improves consumers' sense of experience. In addition, regarding product fidelity, the offline experience store entirely relies on the Tianzhu Free Trade Zone to carry out its business. The custom supervises the whole process and is traceable, protecting consumers' rights and interests. The cross-border e-commerce experience centre has been appraised as the first batch of China (Beijing) cross-border e-commerce industrial parks by the Beijing Municipal Bureau of Commerce. In addition, relying on public warehouse platforms such as "five-type port", "bonded stock preparation supervision warehouse", and "cold chain live and fresh foods public inspection warehouse", the cross-border e-commerce experience centre has realised the business model of "front store and back warehouse", and become a pilot field of the new policy of "offline self-pickup", attracting the detention of many cross-border e-commerce enterprises and playing a promoting role for the development of Shunyi District's export-oriented economy.

The China international inspection and testing scientific and technological innovation centre platform is a comprehensive scientific and technological innovation platform project integrating the functions of certification, research, development, training and transformation of scientific and technological achievements in the field of inspection and testing, mainly attracting inspection and testing enterprises and institutions in the subdivisions of food, cosmetics, animals, plants, oil pipelines, medicine and etc. to gather and make development. The platform is divided into two parts for construction. First, introduce the resources of Capital Medical University for medical testing and medical transformation laboratory projects. Zhongguancun medical engineering health industrialisation base is a public service platform jointly built by the government and social capital to support the innovation and industrialisation of medicine and medical devices, with a total construction area of 43,000 square meters. International air cargo terminal:Â Has a construction area of 60,366 square meters and was put into operation in December 2010.
Domestic air cargo terminal:Â Phase I has a construction area of 43,861 square meters and will be put into operation in 2007; Phase II has a construction area of 25,989 square meters and will be put into operation in 2022.
An International express centre is a comprehensive express sorting centre serving objects, including extensive international express companies and other international and domestic express companies. The customs, inspection and quarantine bodies and banks are stationed in the express centre to provide one-stop services for customs declaration and inspection declaration and to solve the 24-hour rapid customs clearance needs of express businesses. The construction area is 53,773 square meters and was put into operation in December 2012.
Customs supervision area for import and export cargo: the import customs supervision area of the extensive clearance base, also known as the import supervision warehouse, has the primary function of warehousing and distribution of international imported goods. The export customs supervision area of the ample clearing space, also known as the export supervision warehouse area, is an operation area approved by Beijing customs to provide freight forwarders with independent assembly and form works for air cargo for export. The construction area is 77,265 square meters and was put into operation in December 2010.
Bought it functional zone: phases one, two and three have a total construction area of 176,469 square meters and were put into operation from November 2007 to 2019. In 2020, there were 41 enterprises settled in the bonded functional zone, and most of the world-famous pharmaceutical enterprises are operating in the Park, with a total import and export value of 34 billion yuan.
ACL logistic park: it is built outside the customs supervision network, is closely adjacent to the extensive clearance base, and provides customers with excellent non-bonded logistic storage facilities. On December 23, 2018, the industrial Internet identifier resolution national top-level node (Beijing) was launched online and put into trial operation and began to provide identifier registration, resolution and other services. As the core node and command centre of the five industrial internet identifier resolution national top-level nodes, the national top-level node (Beijing), based on the Beijing International Center for Science & Technology Innovation, focuses on the high-end manufacturing industry and cultivates several new models of identifier resolution application integrating with new technologies for multinational enterprise headquarters, central enterprise headquarters, large platform enterprises, scientific research institutes, etc., effectively drives all industries nationwide to promote the construction of industrial Internet identifier resolution system actively. National Standard Innovation Platform - National Technical Standards Innovation Base of Civil Aviation
The National Technical Standards Innovation Base of Civil Aviation (hereinafter referred to as the NTSIBCA) was approved by the Standardization Administration of the People's Republic of China on October 17, 2019. The construction unit is the China Academy of Civil Aviation Science and Technology. The NTSIBCA belongs to the field-type innovation base. It is the only national technical standard innovation base in the field of transportation and the first national level based constructed in the civil aviation industry. The positioning of the NTSIBCA is, first, a standardised innovation service platform and, second, an incubator for the promotion and application of new technologies, new products and new equipment and construction of industrialisation.
The NTSIBCA implements the director-responsible system under the leadership of the Council and has a secretariat and an innovation base office. The first Board of Directors was composed of 37 directors. Mr Zhang Xiaogang, the former President of the International Organization for Standardization (ISO), serves as the honorary chairman; Yin Shijun, the Chief Engineer of the Civil Aviation Administration of China (CAAC), serve as the chairman, and leaders of relevant departments of the CAAC, civil aviation enterprises and institutions, and this standardisation backbone units upstream and downstream of the industrial chain serves as the directors. The NTSIBCA has also established an expert advisory committee. FTI Park • Shunyi, Beijing
FTI Park • Beijing Shanghai Project is located in the airport logistics base of the airport economic zone of the Capital Airport, with a total construction land area of 73,000 square meters, including 57,000 square meters of above-ground buildings and 25,000 square meters of underground buildings. The main construction contents of the project are the full-automatic sorting centre and supporting facilities, including the sorting centre of about 51,000 square meters and an office building of about 5200 square meters. The project is the first industrial park project invested and constructed by SF Express in Beijing. It introduces an internationally advanced intelligent sorting system, undertakes the distribution, and sorting of the transit of air express in North China, realises rapid delivery and mutual transfer, improves the timeline of urban delivery, and creates a high-quality logistic service system. As an essential land transport hub and distribution centre of SF Express in Beijing, the project has dramatically integrated the excellent logistic resources of SF Express and expanded the SF Express businesses. Project of Beijing JANGHO Creative Technology Center
The Beijing JANGHO Creative Technology Center project is located at No.13, Anxiang Street, Capital Airport's economic zone. The surrounding airport expressway, Beijing- Chengde Expressway, Airport North Line and Metro Line 15 form a traffic network extending in all directions. It is closely adjacent to the Capital International Airport, New International Exhibition Center, Central Villa District and SHINE HILLS, a large international community. Five-star hotels, leisure businesses, international schools, hospitals, banks and golf courses provide complete and convenient business and living facilities for enterprises and employees.
The project covers a total area of 51,400 square meters, with a total construction area of 129,700 square meters. It is an industrial land with a plot ratio of less than 2.0 and a greening ratio of more than 15%. A total of 11 buildings, 5000-10,000 square meters of single buildings, will be built. The DNE Cross-border E-commerce Industrial Park Project is located in Phase II of the Tianzhu Free Trade Zone in the Airport Economic Zone of the Capital Airport, integrating port clearance, export processing, bonded logistics and other functions. It covers an area of 129,000 square meters, with a total construction area of 195,600 square meters, and can provide diversified customised services for enterprises. The key investment attractions of the project are biomedicine, medical equipment, cold chain transportation, bonded cross-border e-commerce, live broadcast with goods, research and development work projects, etc. After the overall delivery of the project, the property management company of DNE will provide professional warehousing services for enterprises in the Park. Beijing C&J Epi. Science Park
Beijing C&J Epi. Science Park is in Zone 3 of the Tianzhu Free Trade Zone. In 2022, the project upgraded the single-building products of multi-functional enterprises in Phase I and simultaneously started the planning and constructing of high-standard plants in Phase II. The overall project is to build a scientific and ecological modern production and research and development base with a simple and contemporary architectural style and ecological environment-friendly garden and planning, which is also a comprehensive science and technology part integrating R&D, office, production and storage.Â
The project covers a total area of 9.3 mu industrial land. The construction area is about 54,000 square meters, with four production and R&D plants. Among them, Phase I is composed of two multi-functional enterprise single buildings with super large flat floor designs, which can meet the needs of large-scale production space, and it also has the functions of research and development, production, office, storage, etc. The total construction area is 16,000 square meters, which is expected to be delivered by the end of March 2023; Phase II consists of two high-standard plants, with a total construction area of 38,000 square meters, and is expected to be delivered by the end of March 2024.

Sinotrans Tianzhu Logistics Park is a comprehensive logistics park invested and constructed by Sinotrans Cross-border E-commerce Logistics Co., Ltd (formerly Sinotrans Air Transport Development Co., Ltd), integrating office and warehousing. It is the location of Sinotrans Air Transport Headquarters.
The Park has a total planned land area of 50,000 square meters and a total construction area of 30,000 square meters, which consists of an office building, auxiliary building, No. 1 logistic warehouse, No. 2 logistic warehouse, storage yard and other supporting facilities. The office building is located in the northwest corner of the Park, with a construction area of about 10,000 square meters and a height of 6 floors. It is an open office area equipped with more than 20 meeting rooms, large and small, and more than ten special archives and printing rooms, creating good conditions for efficient and comfortable office works. The office building accommodates the office area of Sinotrans Air Transport Headquarters, Thales, Bank of China Airport Branch, the staff canteen, multi-function hall and other ancillary facilities.
The construction area of the No. 1 logistic warehouse is 7672 square meters. It is a single-layer warehouse with a complete steel structure and large span. The floor height is 6.1 meters. The partial second floor is an office area. The warehouse area has a reasonable fire compartment equipped with an advanced fire protection system, ventilation facilities and a strong and weak current system. The construction area of the No. 2 logistics warehouse is 10,905 square meters and is a cast-in-situ reinforced concrete frame structure. The roof of a large space is a spatial grid, and the office building has a cast-in-situ reinforced concrete roof. The unloading square is set between the two logistics warehouses to meet the requirements of loading and unloading space. The flows of people and goods are separated without interference from each other.
At present, offices and logistics storage facilities in the Park have been leased.

Tianzhu Town
Tianzhu Town is located in the southwestern Shunyi District, with a total area of 13.24 square kilometres. It is known as the West Gate of Shunyi. It is the golden area for the development of the Shunyi District and the forefront of reform. Because the capital airport is located in the territory, it is known as the "first town in the country". Tianzhu town is endowed with unique geographical advantages. The whole town, closely focusing on the strategic requirements of Shunyi to build the core area of the Capital International Aviation Centre, has spared no effort to build a "3 + 4 + 1" industrial pattern. After the Phase II of the intercity railway connecting line is opened to traffic, Nanfaxin station will become the first intersection station of the subway and intercity railway in Shunyi District, realising the transformation from the freight channel to a comprehensive transportation hub. Gaoliying town is located in the west of Shunyi District, with a total area of 61.1 square kilometres. Jinma Industrial Zone in the area is located in the southeast of Gaoliying town, covering an area of 179.84 hectares (2697.6 mu), all of which are industrial land. Liqiao Town
Liqiao town is located in the south of the Shunyi District, with a total area of 75 square kilometres. It is only 20 minutes away (by driving) from the Third Ring Road in Beijing and 15 minutes away (by driving) from the city's sub-centre. The Sixth Ring Expressway, Jingping Expressway, airport second expressway, Beijing-Chengde Railway, Shuntong Road, Airport east road, Longtang Road and Litian Road pass the town. The plot of the urban exhibition centre in Liqiao town covers an area of about 23,000 square meters (34.5 mu), and the plant construction area is 15,000 square meters, which is the industrial land transferred by the state.
Jinghua Weiye's optical element production base is the industrial land transferred by the state. The planned construction land area is about 22,300 square meters (33.45 mu). The project has obtained the planning and contraction permit.
The plot of Wangjiachang village covers an area of about 517.62 mu, including about 242 mu of urban construction land. The nature of the land is collective land construction land.

BEIJING HAINACHUAN AUTOMOTIVE PARTS COMPANY LTD. It is an industrial land transfer by the state with an area of 77,000 square meters (115.5 mu), a building area of 30,000 square meters and a building height of 10 meters.
Beijing Jinliang Investment Co., Ltd is a collective land construction land covering an area of 133,000 square meters (200 mu), with an existing building area of 7830 square meters in a building height of 23 meters.
